The Government of Malawi worked on Health sector wide approach (SWAp) with contributions from various bilateral and multilateral development partners. The Ministry of health developed a 6-year program of work (POW) outlining the priorities for implementation under the SWAp, based on the provision Essential Health Packages (EHP) for all Malawians. Within the context of SWAp implementation, a Monitoring, Evaluation and Research (ME&R) technical working group (TWG) was established to oversee the implementation of the SWAp. It was a 2-year (2005-2007) project chaired by the ministry of health and membership was drawn from Ministry of Health, National Statistic Office, Centre for Social Research, Ministry of Economic Planning and Development, National AIDS Commission, Christian Health Association of Malawi and donor partners.
